North Carolina's 100 counties are, like the state's cities, general-purpose units of local government. But differences remain between cities and counties - both functional and organizational.
The functional differences arise mainly from the basic fact that the state's counties,
unlike its cities, cover all the state's territory and include all its citizens.
Thus, from North Carolina's earliest years, county governments have been used as
a means of carrying out some of state government's responsibilities. Furthermore,
beyond acting as an agent of state government, counties also have assumed as a
practical matter primary responsibility for a number of functions that are
traditionally considered local government's - those services that are needed by
everyone, whether he lives in an urban, suburban, or rural area.
