Lenoir County Commission Chairman Oscar Herring Switches to the Republican Party

Sen. Fern Shubert to run for N.C. governor


RALEIGH -8/27/03- North Carolina state Sen. Fern Shubert announced Tuesday 8/27/03 she will seek the Republican nomination for governor. Shubert, of Union county, joins six other GOP contenders seeking their party's nod to challenge Democratic Gov. Mike Easley next year. Jobs, education and roads are among her priorities, Shubert said. The Senate minority whip also blamed high taxes for steering business away from North Carolina. "For over a century one party has run the state and what have they achieved?" she asked.



Kinston Airport Aims for Additional Service

CHARLOTTE -8/26/03- Six North Carolina cities are proposing incentives of $5.4 million to help establish additional airline service. The communities — Fayetteville, Hickory, Kinston, Moore County (Pinehurst and Southern Pines), New Bern, and Wilmington — hope to combine federal grant money with local funds to attract a commuter air carrier to start flights to Raleigh. NC State House passes Senate Bill 725, the "Local Option Project Development Financing Bill"
We want to thank those House members who voted for the taxpayers and voted no to this legislation.

North Carolina State House members voted 86 to 23 to put this before the public as an Amendment to the Constitution of North Carolina. Voters will decide in November 2004 whether to let local governments borrow money through a mechanism called "tax increment financing." The financing method allows local governments, without getting the approval of voters, to borrow money for public projects that would benefit private development, such as parking decks, convention centers or similar structures. Taxes generated by the private development would pay off the debt.

HCC President, Two Others Allegedly Involved in Illegal Fundraising Scheme

Resignation of President and U.S. Congressman Sought

GOLDSBORO -7/01/03- Republicans in the First Congressional District are calling for the resignation of Halifax Community College President Ted Gasper after reviewing allegations revealed by the John Locke Foundation.

According to the Foundation's online publication, Carolina Journal, Gasper conspired with Alex Thannikkary and Weldon Mayor Johnny Draper to funnel money through the Alice Eason Ballance Education and Justice Foundation to the campaign coffers of First Congressional District Rep. Frank Ballance, a first-term Democrat from Warrenton.

Republicans contend it appears that the foundation was created so that tax-deductible corporate contributions could be made to Ballance's congressional campaign. "After reviewing transcripts made available to us, we feel that the allegations are indeed accurate and appropriate, and we immediately call on Gasper's resignation and will look into the possibility of calling on the Congressman's resignation unless we receive an appropriate response," said Ed Wharton, Chairman, First Congressional District GOP. "The apparent misuse of state equipment and time, has also prompted us to ask NC Community College system President Martin Lancaster to join us in calling on Gasper's resignation."

Sources close to Halifax Community College contend that Gasper's former secretary was repeatedly asked to perform unethical duties and was paid-off in return for her silence on the Ballance matter. For more information please read the related story at www.carolinajournal.com.

LaRoque breaks his PROMISE!

The North Carolina House's proposed budget that includes $860 million in increased spending and taxes and continues to impose an additional half-cent sales tax that was scheduled to end this summer passed Thursday April 17, 2003.

Studies have shown that since imposing the additional half-cent sales tax last year, North Carolina's private sector growth slowed to only 1.9% in comparison to the 3.0% private sector growth that was the average for the rest of the southeast. During that same period, North Carolina's government grew at a rate of 9.0%.

The House's Budget proposal, House Bill 593, entitled 2003 / Family Tax Cut/ Protect AAA rating, includes over $850 million in increased spending, a number which could eventually exceed $1 Billion.

Representative John W. Rhodes (R-Mecklenburg) commented, "Our state motto, Esse Quam Vederi -- To Be Rather Than To Seem-- has been severely compromised in the passage of this bill. This budget proposal would Seem to cut taxes, what it will Be is a tax increase on working families in North Carolina. This budget is a major step in the wrong direction."


Candidate Stephen LaRoque promised and made a pledge to the people of this district that he would not support raising their taxes in a News Release dated July 17, 2002:

"I, Stephen LaRoque, pledge to the taxpayers of the 10th district of the State of North Carolina and to all the people of this state, that I will oppose and vote against any and all efforts to increase taxes."
"The key to job creation and economic growth is for people in Lenoir and Duplin Counties to have more money in their pockets, which is the opposite of the current, liberal Democrat philosophy of raising taxes even during the height of a recession."
"As a businessperson, I know first hand that higher taxes will ultimately hurt our economy. Today the tax burden on North Carolina families is already too high. I agree with President Bush when he said in Winston-Salem recently, "those who would raise our taxes don't know what they're talking about." So today I want voters to know that I stand solidly against efforts to increase taxes."
On Thursday April 17, 2003 Representative (RINO-Lenoir/Duplin) Stephen LaRoque voted for House Bill 593, apparently he has other motives in mind rather than cutting spending and honoring previous commitments to end taxes on sunset.
